Why it does not propogate ?

You (or someone) made the mistake of registering the host
mail.ontero.com as a name server with the Registry.  Consequently,
the gTLD name servers are giving out answers for its address:

$ dig @a.gtld-servers.net. mail.ontero.com.

You'll need to work with Register.com to either change or
delete the registration for mail.ontero.com.
