Unexplainable Problem with Upgrade 8.2.3-REL to 9.1.2

	Barry,
	       BIND 8 would have taken the NS records from the top
	of ser.aps.anl.gov and *added* them to the zone transfers of
	aps.anl.gov.  This is a consequence of using one database
	to store all the zones.

	BIND 9 uses a seperate database to store each zone so if the
	NS records for ser.aps.anl.gov are not in the aps.anl.gov zone
	they won't be transfered.  You can verify this by performing
	a zone transfer of aps.anl.gov and looking for the NS records
	for ser.aps.anl.gov.  This is mentioned in doc/misc/migration.

	The doc output was consistant with this hypothesis.
