no SOA or NS records

Morning all..

Think this is why i am getting servfails on the secondary.  Here is the in
addr arpa file on the primary. Seems i am getting no ns or soa record
errors?
Looked through the bind docs and have not seen any zone file layouts.. Was
assuming was pretty close to what we were running under b8.  Except to add
the $TTL.

Any ideas folks?
