They do have a whois on their website - and I have used it dozens of
times. Just go to http://www.apnic.net/ and put in the IP in the box
to the top left on that page. Or, go to
http://www.apnic.net/apnic-bin/whois2.pl and do an advanced search.
All in English, even though I have seen a few Korean net descriptions.
The email addresses don't bounce at least, though.
