What is stratup?

That set aside, it depends very much on what operating system you are
using and what method you want to use. On UNIX, you can add
appropriate scripts to /etc/rc*.d (or /etc/rc.d/rc*.d), add it to
/etc/rc.d/rc.local, rc.sysinit, etc...

There is nothing magic about starting BIND compared to any other
program.
