	I really don't think so.  You'd need to either work on your own, 
or perhaps with Nominum and other contributors to BIND 9, on the 
private mailing lists that they have set up for this kind of thing. 
And I'm not at all sure that they'd be interested in someone hacking 
on BIND 9 to turn it into some sort of bizarre load-balancing system.
