tcp response in only one packet?

dear all,
 while a dns zone is bigger than the server can put them in a udp packet,
the client will  request again with tcp packet to the server, is that only
one tcp packet answered from server accepted by the client, all records more
than a tcp packet will be omitted by the client, is this the implementation
on all dns system? will Client accept only one tcp packet answer from DNS
server?
