The question was whether every change to the zone requires a change to the
serial number.  RFC 2136 only applies to changes done through the dynamic
update protocol, but there are other ways to change a zone (e.g. editing
the master file manually, using the Microsoft DNS Manager GUI, or whatever
mechanism Microsoft Active Directory uses).
