Default $TTL

I put 3600 in our SOA as:

230.111.64.IN-ADDR.ARPA.    3600    IN  SOA dns.navipath.net. 
hostmaster.navipath.net
. (

Yet I'm getting still the error:

Zone "230.111.64.IN-ADDR.ARPA" (file primary/64.111.247.rev): No default 
TTL ($TTL <value>) set, using SOA minimum instead

I'm a little confused, as I thought the placement of 3600 was $TTL.
