cidr delegation

Hi,
I have read the list, but I'm not sure if I understand this correctly. I
need some feedback, please.
I host thetimesherald.com DNS
They need a reverse entry for 12.47.67.147 wich AT&T delegates to them
(Gannett)


AT&T told me to add on my named.conf the following:
144/28.67.47.12.in-addr.arpa
and create the zone file for that block.
Then, email AT&T back so they can delegate the 12.47.67.144/28 bolck to
InfiNet (me)
Is this the correct way to do it? Please advice. I'm a little confuse :(
