DNS server migration

I am currently testing Bind in a test server.  Should this work correctly, I
plan to plug the test server to the internet and shutdown the old server.
Below are the steps that I plan to take:

a. Configure a new DNS server
b. Copy all settings and DB files from the old to the new DNS server
c. Give the new DNS server the same IP and hostname with that of the old
server.
d. Shutdown the old server
e. plug the new server to the network.

Did I miss anything?  Do you think the new server will work properly?  Any
suggestions to make sure that there is very minimal downtime?
