SOA and Primary server ?

Hi All

I have a name registered by NSI.
The primary server for this name is down (it was the SOA for this
zone) so I changed the SOA to the secondary server in the db file of
that name.
Is that correct ?

Does the primary server has to be SOA ? Can the Secondary server be
SOA if the primary is down ?
