No, that is the intended difference between restart and reload.
A restart totally restarts the nameserver (and by necessity reloads the =
zones)
A reload only reloads the configured zones, but leaves the cache
intact.=20
ndc reconfig only re-reads the configuration file (and reloads those =
zones
that changed, but not all). Helps keeping reload times down..
