Syntax of LOC Record is okay for bind8 but not bind9.

Bind 9 follows rfc 1876 more restrictive then bind 8
2 things are wrong with the notation
1) the altitude is missing
2) the "seconds" notation is too specific. rfc 1876 states 3 decimals.
then again, this rfc is experimental
