setup of dhcpd

On RH it's a script that actually uses 'groff' and is in the groff RPM.

E.g., on RH6.2 CD :

linux1# ls -l /cdrom/RedHat/RPMS | grep -i roff
  ...
-rw-rw-r-- 8 root root 1029137 Mar  8  2000 groff-1.15-8.i386.rpm

So install that RPM.

when I run the 'make' command after the I run the ./configure command in
the
dhcp3.0b2pl16 dir, I get:

nroff -man omapi.man3 >omapi.cat3
/bin/sh: nroff: command not found
make[2]: *** [omapi.cat3] Error 127
make[2]: Leaving directory
`/home/rusty7/dhcp3.0b2pl16/work.linux-2.2/omapip'
make[1]: *** [all] Error 1
make[1]: Leaving directory `/home/rusty7/dhcp3

I have no idea what that means...

What I can gather is that nroff is not an optional command.  where can I
find that program or file?

Any help is greatly appreciated.
