Zone Transfers

I'm a little confused about zone tranfers. I have two name servers on
different networks running bind 8.2.x. One the master, I have "notify
yes" in each zone config and "allow-transfer {x.x.x.x;};" in the
options. When I update a zone file, and increment the serial, i
restart bind and check my logs, which state "Sent NOTIFY for domain
blah.com" or something of the sort. Now, unless I restart my slave and
reload the zones, the slave never performs a zone transfer of the new
updates. Do I have to specify "allow-update" on my slave server for
this to work properly. I was under the assumption that "allow-update"
was used for dynamic DNS, not just zone transfers.

I would appreciate any help on this matter
