BIND 9 needs both forward and reverse

No. The initial problem report was misguided. Name servers don't care
if reverse lookups work or not. [Why should they care?] The problem
that was reported seems to be caused by something else which was
mistakenly attributed to a reverse lookup failure. The problem appears
to be caused by NS records with a 0 second TTL and it just happened
that the servers presenting these NS records didn't have working
reverse lookups.
