Yes, my logfiles are outputting the same when notifying my BIND8-slaves
But listening the interface with tcpdump let me know the the Notify is
sent!

also a few minutes later the zone is trnasfered well and the 2nd-NS
updates the zone.

Me too, but it seems to work!

While talking to BIND9 the logfile give not such errors then "NOERROR" can
be read.
