Add the secondary's IP to the xfernets directive in your named.boot on
the master.

Also, I'd really suggest that you upgrade both of those; BIND 4 is
since long outdated, BIND 8 is getting there (at 8.2.5 and 8.3.0 in
testing), and BIND 9 is at 9.2.0 by now. Also, older versions (<
8.2.3) have serious vulnerabilities including remote root exploits.
