SRV records. But most clients don't make any use of them, so that
would probably not help you much.

The solution that comes to my mind is running a split DNS - it won't
eliminate downtime, but by reducing the TTLs in advance you can limit
the time your systems are unavailable. Simply make one instance of
named listen to the new IP address, and one listen to the old one; and
serve the appropriate records.
