It means that the PC at that IP address sent a dynamic update
to your name server to try to modify the zone eba-eng.com,
and that the update was refused.  Is the PC running Windows
2000, by any chance?  PCs running Windows 2000 like to
update their name-to-address and address-to-name mappings
with dynamic update.
