In a word, no. secondary.com won't increment anything. They just slave
zone data. Their servers only give out what their given. It's up to
the administrator of a zone's master name server to update the zone's
contents -- including a new SOA record serial number. If they fail to
do that properly, *none* of the zone's slave (secondary) servers can
pick up the new zone data.
