This isn't necessarily true (even though this discussion should be
move somewhere more appropriate if it is to be continued). My network
is 213.88.216.208/29 with the router at 213.88.216.214, and I am
changing that to 213.88.238.192/28 with the router at 213.88.238.206.

I'd suppose it depends on how your upstream provider sets up the
routes to you.
