As near as I can tell, mmencode is part of the "metamail" package. I found a
copy of version 2.7 of metamail at
http://wuarchive.wustl.edu/packages/mail/metamail/mm2.7.tar.Z, but it's pretty
old. I was able to build mmencode from this package on Solaris 8, but only by
explicitly make'ing that particular target (some sort of preprocessor bogosity
prevented me from building the whole package, but honestly I didn't spend a lot
of time debugging it). There might be a more up-to-date version of metamail
somewhere. Also, in looking this up, I saw that there were patches available
for mmencode.

But, why go through all of that? You can use BIND's dnssec-keygen utility to
generate a key...
