It sounds to me like you may have a firewall problem, or you may
have incorrectly specified the "listen-on" parameter to exclude the
public address(es) for your machine. Or, you may have started BIND
before you were assigned your public address(es) by dialing-in to
your ISP, and therefore BIND didn't know about them and isn't
listening on them.
