NOTIFY issues

I have never heard the term "floating IP address" - would you please
explain what you mean? Do you mean a dynamic IP address by any chance?

In any case, if it is reasonably permanent (doesn't change too often),
the transfer-source and query-source options directives might be of
interest to you.
