BIND 4.9.7 Secondary Zone Xfer

Any Help Would be Great:

I have about 24 DNS servers, most are running BIND 4.9.7, of the 24, I have
2 primary that feed the secondaries (slaves) these primaries are secondaries
for a few zones.

All of the secondary (SLAVE) servers can pull the foo.com expect one.  The
one that is experiencing the problems is also secondary for other zones. It
pull the zones from all except the foo.com zone.  I manually ran the
named-xfer process and am able to manual pull the zone, I am also able to do
a "nslookup" and "DIG" zone transfer with out a problem.
