See section 5.2 of RFC 2317.  This still won't work unless the owner of
153.168.34.in-addr.arpa. points 206 to 206.153.168.34.wichitaeagle.com.
(why not just 206.wichitaeagle.com.?).

OBTW, the 4th edition is released.  ;-)
