You can set ncache TTL in options.

max-ncache-ttl [TTL time];

For example,

==== named.conf ====
options {
    directory "/var/named";
    max-ncache-ttl 3600;
};

In this example, negative cache TTL is 3600 second.

You cannot set TTL time with 0 and maximum negative TTL is bounded.
