Bind 8.2.3 Errors

When i start bind 8.2.3 (NT4) i get the following error messages in the syslog:

Error: C:\WINNT\System32\dns\etc\named.conf:21: syntax error near zone

Info: C:\WINNT\System32\dns\etc\named.conf:25: zone filename already set; skipping
Error: C:\WINNT\System32\dns\etc\named.conf:25: syntax error near zone

this is part of my named.conf file:
line 21: zone "." IN {type hint; file "db.cache"; };
line 25: zone "0.0.127.IN-ADDR.ARPA" IN {type master; file "db.127.0.0"; };

any suggestions?
