That's part of the ADB (Address Database) code in BIND 9. Glancing through
the code, I think it's used to mark a "fetch" as partially complete, i.e.
where a lookup might encounter a CNAME/DNAME chain and require more work to
actually resolve the name into an address.

Perhaps you'd get a more definitive answer from the BIND 9 list...
