This is a FAQ. You need a controls{} statement in named.conf to make
the name server create a listener control socket for rndc to connect
to.

Upgrade to 9.1.1. It fixes a pile of bugs in 9.1.0. But upgrading
still doesn't mean you can ignore adding the controls{} statement.
