That's incorrect. 212.38.190.0/24 is not assigned space -- it's 
allocated. You cannot get reverse delegations for IP space that 
isn't assigned because IP space that isn't assigned cannot be used.

The ISP needs to make an assignment for 212.38.190.0/24 or some portion
thereof.
