Your name server will give anyone who asks the names, using its
rotation sequence.  But most people will be asking their own name
servers, which will then cache the information ... and give it out
using their own rotation sequences.  Or lack thereof.

This is why directors like Cisco's tend to pass out the info with a TTL
at or near 0.
