Joseph and Kevin, I know I have asked this question before!
And, either I am really dumb, or I have a problem that needs resolvoving.
I apologize for being a pest. There are several issues involved here!
(1) I am using sDSL (dsl.net, which seems to be working fantastically
well).Except I have this DNS problem.
(2) I am using Cobalt Networks Servers, and they have a GUI interface to
nameservers and other configuration issues. It is really not acceptable to edit
the files. For one thing if you use the GUI again it overwrites the changes you
may have made.

This is my pri.32-28.178.175.216.in-addr.arpa file;

@ IN SOA fsn1.frontstreetnetworks.net. root.fsn1.frontstreetnetworks.net. (

 IN NS fsn1.frontstreetnetworks.net.
45      in      ptr     fsn3.frontstreetnetworks.com.
40      in      ptr     frontstreetnetworks.org.
41      in      ptr     fsn1.frontstreetnetworks.net.
46      in      ptr     fsn2.frontstreetnetworks.com.

It does seem to have the ptr records you mentioned.
