upgrade from 4.9.5 to Bind 8.2.2p5

The biggest noticeable difference with 8.2.3-T6B is that it doesn't
hang after Multiple-A records are returned, it listens on Multiple
Interfaces
(Multiple NIC cards and multiple addresses on the same NIC cards),
I fixed a axfr zone transfer problem and the main DNS tools: nslookup,
dig and host are available. I didn't really bother much with the 8.2.2-P5
code for NT. I'm also willing to look into problems on NT for the 8.2.3-T6B
port. I won't do that for the older code. I doubt that anyone else will
either.
