Zone Transfer Problem

We have primary DNS server ns(202.163.96.3) and secondary ns1
(202.163.96.4). I have attached both named.conf of both servers.
We are having problem in zone transfer, secondary server is not updating. i
have these messages keep coming, which i have mentioned earlier.what do i do,
 Please advice.
