WHOIS. There is generally a WHOIS or WHOIS-like facility on the various
registries' websites, however each WHOIS generally only looks at one
database (some of them contain "referrals" to other WHOIS databases).
Last I looked, www.dns.be just used the RIPE WHOIS. You could probably
just go directly to www.ripe.net and use the same WHOIS program there.
If you're looking for something in .com, .net or .org, you might be
better off with the Network Solutions' WHOIS.

There are also tools which will figure out for you which WHOIS database
to query so you don't have to do that yourself. I've heard good things,
for example, about the one on geektools.com.
