.us domain request denied ????

In probing further, it appears that the .us domain has adopted a naming
convention whereby a "ci" fourth-level component denotes city governmental
entities. There are many of these already under il.us, e.g.
ci.east-peoria.il.us, ci.grayslake.il.us, ci.joliet.il.us, and so on. Looks
like Naperville screwed up. All of the stuff they've been putting directly
under naperville.il.us should probably be under ci.naperville.il.us instead.
That would leave the rest of naperville.il.us open for individuals,
businesses, etc.
