In very general terms, if you are trying to be master for a range of
reverse records, you need the co-operation of whomever owns the parent
reverse domain to delegate or alias domains/entries to your servers. Look
in the archives of this list under "classless delegation" or practically
anything with the word "reverse" as a subject line, for more detailed
information on how this is done. RFC 2317 is also a source of information
for *one* way to accomplish this
goal.
