Software/Hardware necessary for TLD DNS Hosting

I was wondering what software and hardware (no. of redundant servers, 
redundant access points, system load & capacity, etc) would be necessary to 
become a TLD registrar for a (very) smallish country.

This would probably be for a couple thousand to hundreds of thousands of 
DNS records total.  Definitely not reach into the millions - at least not 
for quite a while.

Would a proper installation of BIND operating on a server farm suffice?

What level of management and administration would be necessary.  Ex. Can 
domain registration be automated or does it have to require some manual 
input/supervision?

Any other issues which would have to be addressed?   Note, this is NOT via 
the IANA and I already know about the docs located at InterNic, which 
largely would not apply.
