Classles in-addr.arpa delegation - parent not available

The subgroup could set their nameserver as secondary for the parent
zone (254.253.192.in-addr.arpa) and thus always have the relevant
CNAME records etc on hand locally.

Obviously, the subdomain should also have a secndary NS somewhere
outside their connection, so that the rest can resolve their
reverse records in case of failure.
