If you have direct access to the Internet you do not need
forwarders at all, though you may want to forward to your
ISP's caching servers to take advantage of their caches.

If you don't have direct access to the Internet you need to
forward to a server that does have access.

Also unless you are running BIND 8.2.2 (or later) you need
to supply a valid hints zone even in "forward only;" mode.
From BIND 8.2.2 a hints zone is not required for "forward only;".

If this does not help, post your named.conf as you are saying
"I have a configuration error" and you havn't posted any
	configuration details.
