8.2.3 T5B(RC3)Answer packet for AXFR query changed qtype to IXFR

I am running the latest bind 8.2.3 T5B (RC3) and the full zone transfer is 
broken from BIND to my Windows NT secondary server. I found the following 
happened:
1. the NT secondary server sends a AXFR query for zone transfer. The 
qtype=AXFR
2. the BIND server responds with the whole zone, but in the question 
section, the BIND server change the qtype from AXFR to IXFR.
3. the NT secondary will reject the packet and log an error says it received 
a bad format packet.

Could somebody tell me if this is just a bug or some protocol change? any 
workaround? I am new to this list, forgive me if this is asked before and I 
would appriciate if somebody can forward me the answer. I searched on 
isc.org but didn't find anything.
