Static IP aliases with Dynamic IP

This is not how IP aliasing work. It'll only work if you're assigned a
set of IP addresses from your ISP. For instance, if your ISP assign
your network a class C x.x.x.*, you can assign x.x.x.1, x.x.x.2,
x.x.x.3, etc on the same machine thus people can access it with any of
the above IP.

In your case, I believe what you need is a dynamic dns provider. A
dynamic dns provides a static hostname to you. Check out the following
