Secondary DNS not updating

I've setup my linux machine to act as the secondary dns through
Linuxconf.  My primary DNS is on a WIN NT machine.  When I make a
change on the primary DNS it does not happen on my secondary dns.  If I
go into Linuxconf and press the update button it updates the file.  Why
doesn't this happen automatically???
