Ndc status message???

I'm trying to move my slave DNS to another machine.  If I start BIND
8.2.1 (Redhat 6.1 distribution) with ndc, and then hit "ndc status",
everything looks fine except for:

server IS NOT loading its configuration

Is this a bug?  Or a feature?  If it's a bug, what have I done wrong?
I've got an etc/named.conf and etc/named.boot.  What else do I need for
configuration?  Must all the slave zone files initially be created, or
will they get created by BIND as a result of zone transfers from the
master?
