Solaris 6?  Solaris version numbers jumped from 2.6 to 7, there was no 6.

Create the directory /usr/local/etc, and make it executable only by root.
This is necessary to prevent unprivileged users from running "ndc", because
Solaris doesn't implement socket permissions.
