Does RES_USEVC and RES_STAYOPEN help in high volume querying

resolver(3) mentions this two flags and mentions that this should be
used by programs that do many queries. Outgoing email is a one such
program which might fit into this category

Do people with such applications use this mechanism ?
Is there any overhead to such flags which would lower overall server
performance
