selective forwarding ?

I believe your first question can be handled using "allow-transfer" as
follows:

zone "pcc-chicago.com" in {
        type master;
        file "db.pcc-chicago.com";
        allow-transfer { 216.132.25.8; };
};

This prohibits zone transfers to a specific machine.  Although I may not be
reading your question correctly.

I am very interested in finding out how to prohibit the following from
happening:

Mar 12 16:24:50 atlantis named[345]: unapproved update from
[216.132.246.202].3927 for 246.132.216.in-addr.arpa

Is there a way to block this "unapproved update" by the IP address (it is
always the same address)?
